Which is the best Backlink exchange, which works and helps improve Search engine ranking?

The way I like to do it is naturally. Remember that Backlinks, in theory, are citations from other webmasters. That’s why the engines have put a lot of weight on backlinks as a ranking factor in the past. Google has made changes so that it is REALLY hard to manipulate serps with artificial linking.
TOO many people have been abusing incoming links…
What that means is there are other ranking factors that are more important now. Not more important than incoming links rather more important than they were before. If your site has some good offerings (especially free stuff) people link to you because they want to! That’s the best approach, IMO.
I would also caution you against ALL link networks. You might sneak by the first time but Google will detect them eventually and the outcome is not pleasant.

Your problem is the "exchange" part. Reciprocal links are easily detected by Google who can analyse linking patterns very, very efficiently. Three-way linking is supposed to be a way around that but it’s pretty illogical. If Google’s mighty computing power can detect two ways they can detect three ways. And the more three way links you have the easier it is to detect (and you need to have LOTS of these low value links).
Google can and does "discount" reciprocal links in most circumstances so your efforts could all be in vain.
Even if none of the above are true you’ll have to maintain a vigilant eye over all your links as other webmasters don’t always play fair and could pull their link to you after a month or two.
Work on developing organic links if you wish to rank well.

yes like others have said, dont go near them. My site was screwed by google because of this, and I’ve only jsut sorted it out.
Without any links, I’m on 1st page google for all my search terms. Look up google webmaster tools and do all the steps they suggest.
Dont to link exchnages whatever you do!
